Two Air Forces, One Fateful Night

The German Tupolev Tu-154M, carrying tail number 11+02, belonged to the Luftwaffe's Flugbereitschaft, the government and military transport wing based near Cologne. The aircraft itself was a legacy of German reunification: the Luftwaffe had inherited a small fleet of Soviet-built Tu-154s from the former East German National People's Army air force after 1990, and this jet was one of them, still flying government and military personnel seven years later. Confusion over assigned flight levels allowed the two aircraft to occupy the same altitude on intersecting tracks without either crew realizing the danger until it was too late. The tragedy prompted the Luftwaffe and the U.S. Air Force to tighten procedures for military flights transiting African and other oceanic corridors lacking radar coverage, including stricter verification of altitude clearances and improved coordination between civil and military air traffic authorities. Germany held memorial services for the soldiers and aircrew lost, and the crash remains one of the deadliest incidents in postwar Luftwaffe history.
